Job Summary:
The Bowers Group, a Legence company, is seeking a highly organized and detail-oriented Preconstruction Manager to join our team. This is an in-office position located in Beltsville, Maryland. Reporting to the Vice President of Preconstruction, this role will oversee the day-to-day operations of the preconstruction department and lead its support staff, helping drive estimating, bid, and proposal efforts on large mechanical projects, including data centers.

Key Responsibilities:

  • Work directly with the Vice President of Preconstruction to carry out department goals, priorities, and strategy.
  • Oversee day-to-day preconstruction operations, including the bid calendar, workload assignments, and deadlines.
  • Supervise, mentor, and develop preconstruction support staff, including administrative personnel.
  • Manage the intake, tracking, and distribution of bid invitations, drawings, specifications, and addenda.
  • Coordinate preparation of GMP and hard-bid proposals, including qualifications, inclusions, and exclusions.
  • Solicit and track vendor and subcontractor quotes.
  • Maintain and improve department tracking tools and records using Microsoft Excel, Microsoft Lists, and Word.
  • Develop and standardize templates, workflows, and procedures to improve consistency and efficiency.
  • Support the department's expansion into AI tools to streamline estimating, document review, and reporting.
  • Prepare bid status, hit-rate, and pipeline reports for leadership.
  • Coordinate with operations, project management, BIM/engineering, and fabrication teams to ensure a smooth handoff from preconstruction to project execution, including coordinating change order review meetings between the
  • project team and preconstruction to ensure accuracy and completeness.
  • Maintain professional communications with coworkers, general contractors, owners, and vendors.
  • Attend pre-bid meetings, client interviews, and scope review meetings as required.

Essential Knowledge, Skills, and Abilities:

  • 7+ years of mechanical construction experience in estimating, preconstruction services, project management, and/or management of a service department, including 2+ years in a supervisory or lead role.
  • Exceptional organizational and time-management skills with the ability to manage multiple bids and deadlines at once.
  • Excellent interpersonal and communication skills with the ability to interact effectively at all organizational levels.
  • Advanced proficiency in Microsoft Excel; strong working knowledge of Microsoft Lists, Word, Outlook, and Teams.
  • Ability to read and interpret mechanical and plumbing drawings and specifications.
  • Interest in learning and applying AI tools and new technology to improve processes.
  • Strong attention to detail and a commitment to accuracy.

  • This is an in-office position. The office is located in Beltsville, Maryland.
